JOB PURPOSE

• The COTL Assistant guarantees the quality of the logistics activities that are conducted in the mission by helping the Logistics Coordinator in his/her mission.
• His/Her professional skills, with close collaboration of the Logistics Coordinator and the permanent sharing of the logistics information, enable the COTL Assistant to coordinate all the logistics activities in the mission when the Logistics Coordinator is not working .
• On a daily base, the Logistics Coordinator delegates to the COTL Assistant the responsibility of the logistics support activities and the interface with the national authorities for logistics issues.
• With the collaboration of the Logistics Coordinator, he/she participates to the implementation of tools and standard operating procedures that aim to optimize the logistics management of the mission.
• In parallel with his/her participation to the definition of logistics strategies for operations, the COTL Assistant is involved in the recruitment, carrier management, training and evaluation process of the national logistics Human Resources.
• His/her operational availability is essential to bring logistics solution that are adapted to the emergency programmes in the country and aims as well to participate to detachment missions when requested by the Logistics Coordinator.

CORE TASKS AND RESPONSIBILITIES

The logistics activities of support
The logistics of support integrates all the logistical activities that are not directly related to the medical programmes but that are however essential to their proper functioning, i.e.: Supply of material ordered by the projects and coordination team (order processing, purchase, warehousing, freight, import).

1. Order management:
Responsible on order planning, directing, monitoring, and controlling of the processes related to orders, producing document (LP, PO or QR , etc..), and purchase orders.

2. Purchase management:
Responsible on sourcing and purchasing of goods and services for MSF use as per the supply Guide/policies set by the organization in terms of selection of suppliers, products and the methods and procedures that are going to be used to communicate with suppliers.

3. Stock management:
Closely monitor the stock level (medical and non medical) related to monthly consumption figure, expiry dates, excess drugs and possible shortages.
4. Freight management:
Communicate with local suppliers about the status of cargos, and make sure of storage space, and the projects for possibly delivery delay. Communicate on priorities with clients / projects.

5. Importation:
– Draft clear import procedures of Medical and non-medical Items in Egypt for NGOs in line to the regulation of MOH Pharmacy Department as well as the concerned governmental offices for non-medical products.
– Conduct an assessment on reliable and well reputation customs clearing agents in Egypt.

6. Supply administration:
– Responsible for efficient operation of supply chain in the mission and insuring MSF supply procedure is applied and observed in the mission. Responsible to make sure the supply administration (supply information & documentations) are updated, correctly filled and properly filed. Responsible to deal with Transporters, importations, international and local purchasing.
– Conduct a Market assessment in/out of Cairo and update the data base accordingly and maintain the system.
– Define quality, standard of equipments and log products in collaboration with COTL, Technical referent at the HQ and Medco for medical Equipments.
– Responsible for the “supply” database. Update suppliers’ data (addresses, prices, preferred items) using Log 7 Program.
– S(he) is the only person in the mission authorized to create local codes.

The logistics activities for programmes (only when the Logistics Coordinator is away)
• Technical support to health structures. This support integrates all the installation, rehabilitation and construction works. These installations are in conformity to lightning, temperature and ventilation standards, and require an acute management of the biomedical equipment (eg hospital or laboratory equipment..), a flux control and space designing adapted to the medical reality.
• Water, hygiene and sanitation of the sites and structures.
• Assistance to displaced populations (Site settlement and supply, food, non food items, shelter and water distribution, etc.).

The security & safety of the project (only when the Logistics Coordinator is away)
• Protection of the MSF facilities (people flux management, intrusion, attacks, fire, etc.).
• Protection of movements of MSF staff/beneficiaries whatever the transport mean with an identification/notification adapted to the security strategies of the mission.
• The data and information protection with standard telecommunication and IT systems that are reliable and independents.
• A search for the reduction of the ecological footprint of the logistical initiatives.

Logistics information
• The COTL Assistant communicates pro-actively on the follow up of the logistical initiatives with the Logistics Coordinator through a monthly logistics reports.
• The COTL Assistant is in charge to brief all the new comers about the essential basis of the logistics activities in the mission and the related standard operating procedures. He/She insures as well that these people will keep an acceptable level of control and use of the logistics and security tools.
• He/She guaranties a coherent filling and archiving system for logistical information that will be described in the hand over report at the end of his/her mission.

Reporting
• Reports to the COT’L .
• When required provide supply information to MSF supply and LOG Cell in Brussels.
SKILLS AND QUALITIES REQUIRED:

• At least 2 to 3 years of work experience on supply.
• BA, in Logistic and supply management or related field.
• Fluent in English and Arabic – written and spoken
• Demonstrable experience in supply chain management (order management, purchasing, stock management and freight management).
• Demonstrable experience with organization & set-up of supply administration and related supply procedures (knowledge of international ordering procedures and documents i.e. cargo manifests, warehouse management skills, good understanding of in-country custom clearing procedures and supply line to projects from capital, ability to design air, water or land logistical systems.
• Good understanding of MS Office, especially MS Word and MS Excel.
• Strong negotiating skills.
• Humanitarian and team spirit. Good understanding of humanitarian NGOs requirements.
• Ability to work without direct supervision.
• Honesty.
• Ability to organize & priorities workload independently, using initiative when appropriate.
• Ability to adapt both in working hours and environment.

Student recommended by their university for track record of strong performance.
Someone who is driven and passionate about technology and able to articulate it clearly. (must be clear in application what kind of projects student worked on)
Fluent in English, both spoken and written.
Ability to think strategically, be creative, and be able to innovate ways to communicate.
Demonstrate strong attention to detail.
Excellent spoken and written communication skills.
Along with submitting CV, Students are REQUIRED to submit a problem statement (500 words max.) on “Online Marketing vs. Traditional Marketing”. (PLEASE NOTE THAT YOUR APPLICATION WILL NOT BE ACCEPTED IF THE PROBLEM STATEMENT IS NOT ATTACHED TO THE CV)
